R. Douglas Sherman

Chief Counsel

sherman.jpgDoug Sherman was appointed Chief Counsel by the Pennsylvania Gaming Control Board in October 2009 after serving in an acting capacity in that position since May 2008. As Chief Counsel, he counsels and oversees a staff of attorneys in the provision of all legal advice and services to the Board, the Executive Director and various administrative bureaus and units of the agency. Prior to his promotion, he served as the Deputy Chief Counsel for Litigation for the Gaming Control Board beginning in April 2006. Among his duties in that role was to establish the Board’s hearing procedures for the issuance of slot machine licenses in Pennsylvania as well as for post-licensing proceedings. He has also overseen litigation involving the Gaming Control Board, including appeals of the Board’s licensing decisions, and participated in the drafting and development of Board regulations, policies and procedures. Prior to his position with the Gaming Control Board, Sherman held various positions with the Pennsylvania Office of Attorney General’s Civil Litigation Section over nearly a twenty year period, ending as a Senior Deputy Attorney General. He represented State agencies and employees in State and Federal courts as well as in administrative proceedings. His practice was concentrated in civil defense related to actions for civil rights violations, employment discrimination and discharge, intentional torts, and statutory and regulatory challenges throughout all Commonwealth agencies. Sherman is a 1987 graduate of the Dickinson School of Law.
