Gaming Control Board Reports 1.7% revenue decrease in November 2023 compared to November 2022

Sports wagering handle tops $900 million for first time

HARRISBURG, PA: The Pennsylvania Gaming Control Board (PGCB) reported today that the combined total revenue generated from all forms of gaming, along with fantasy contests, during November 2023 was $444,473,505, a decrease of 1.74% compared to revenue generated in November 2022.

Sources of gaming revenue regulated by the PGCB include slot machines, table games, internet gaming, sports wagering, fantasy contests and video gaming terminals (VGTs). The PGCB has posted separate reports for these types of gaming on its website, https://gamingcontrolboard.pa.gov/

The following chart compiles all revenue generated in November 2023 by casinos, along with fantasy contests and VGTs operated by other vendors and includes a comparison to total revenue generated in November 2022.

Slot Machine Revenue 

November’s revenue from slot machines was $189,728,426, a 2.25% increase in revenue when compared to the $185,562,394 generated in November 2022.

The number of slot machines in operation in November 2023 was 25,035 compared to 25,477 at the casinos in November 2022.

Casino games offered online generated monthly gross revenue totaling $158,015,003 during November 2023 compared to $128,639,234 in November 2022, an increase of 22.84%.

Sports Wagering Revenue

November 2023, total sports wagering handle set a new monthly record with $934,130,152 or 18.36% above the November 2022 total of $789,230,672.

 At the same time, the taxable revenue figure for November 2023 was $12,884,034, or -75.64% lower when compared to November 2022, when taxable revenue was $52,880,925. The Board explains the steep drop in revenue occurred due to both the offering of a significant amount of non-taxable promotional play by the newly-launched ESPNBet operated by under the Hollywood Casino at Penn National Race Course sports wagering certificate and a low hold percentage that benefited bettors.

 Video Gaming Terminals

Total adjusted revenue for November 2023 for video gaming terminals (VGTs) was $3,390,189, or 3.62% lower than November 2022 when revenue was $3,517,643. By the close of November 2023, VGT Terminal Operators were operating the maximum permitted five machines at 71 qualified truck stop establishments, compared to five machines at 67 establishments at this time last year.

About the Pennsylvania Gaming Control Board

The Board is tasked to oversee all aspects of gambling involving 16 land-based casinos, online casino games, retail and online sports wagering, and Video Gaming Terminals (VGTs) at qualified truck stops, along with the regulation of online fantasy sports contests.


The land-based casino industry in Pennsylvania consists of six racetrack (Category 1) casinos, five stand-alone (Category 2) casinos, two resort (Category 3) casinos and three mini-casinos (Category 4). Casino expansion will continue over the next couple of years with the openings of up to two additional Category 4 casinos. A significant job generator in the Commonwealth, casinos and the other types of Board-regulated gaming generated over $2 billion in tax revenue during the 2021/2022 State Fiscal Year.
