Under administrative direction of the Gaming Laboratory, responsible for evaluating the theoretical return for each gaming theme submitted for review with particular attention to specific rules involving payout percentages, odds, volatility, symbol weights, bonus triggers and the specific rules of each game play. Perform analysis of pseudo random number generators used for gaming purposes.

PGCB Classification System

The PGCB is committed to providing all positions within its organization with a fair and competitive compensation opportunity; reflective of the job's relative value to the organization and consistent with the economic environment of the Commonwealth. On January 6, 2011 the PGCB implemented an amended classification and compensation structure that categorizes all positions within the agency.

In addition to the positions created and maintained by the agency, the Pennsylvania Race Horse Development and Gaming Act establishes the process of appointment of the PGCB members and, at 4 Pa.C.S. § 1201 (i) (1), states, "The Executive Board as established in the act of April 9, 1929 (P.L.177, No.175), known as The Administrative Code of 1929, shall establish the compensation of the members." Pursuant to that legislative provision, the Executive Board established the compensation for the Chairman of the PGCB at $150,000 annually and the compensation for the other Board Members at $145,000 annually.

PGCB Ethics Policy

The Race Horse Development and Gaming Act clearly outlines that the purpose of the PGCB is to prevent the actual or appearance of corruption, or the avoidance of actions that would erode public confidence in the system of representative government. The PGCB requires all employees to read and sign the PGCB Code of Ethics on an annual basis in order to ensure all Board members, employees, and independent contractors conduct themselves at all times in a manner that promotes public confidence in the integrity and impartiality of the Board.
