Introduction

Pursuant to Title 4, Section 1202, the Pennsylvania Gaming Control Board has been granted the general and sole regulatory authority over the conduct of gaming and related activities and has been directed to promulgate rules and regulations necessary for the administration and enforcement of regulated gaming in the Commonwealth. The Pennsylvania Gaming Control Board has been granted authority to adopt regulations pursuant to the Commonwealth Document Law (the act of July 31, 1968, P.L. 769, No. 240) and the Regulatory Review Act (the act of June 25, 1983, P.L, 633, No. 181) which provide for public comment (proposed rulemaking stage) prior to regulations taking effect under the final rulemaking. Additionally, PGCB has been granted authority to promulgate temporary regulations, which take immediate effect, relative to the rules governing new table games.
