Director of Gaming Operations

Paul Resch has served as Director of the Bureau of Gaming Operations for the Pennsylvania Gaming Control Board since 2008. In that role, he oversees a wide range of functions including compliance auditing, the review of accounting and internal controls and the implementation and regulation of land-based casinos and interactive gaming. From 2006 to 2008, Paul served as the PGCB’s first Board Secretary and executive assistant to the Executive Director.

 

Paul has played a key role in Pennsylvania’s gaming expansion over the past 20 years. In 2009, he oversaw the opening of casinos in the Commonwealth’s three largest markets: Philadelphia, Pittsburgh and Bethlehem. He later led the teams that launched Pennsylvania’s first iGaming sites and live dealer studios from 2019 and 2023. In recent years, he oversaw the introduction and regulatory framework for cashless gaming technology at several of the state’s 17 casinos.

 

Under his leadership, the PGCB has made safeguarding the integrity of Pennsylvania’s $1.9 billion iGaming market a top priority. Paul and his team have strengthened fraud prevention efforts by enforcing robust know-your-customer standards, digital identity verification tools and mandatory multi-factor authentication. Those measures help ensure secure and compliant gaming environments across more than 25 iGaming and sports wagering operators.

 

Prior to joining the PGCB, Paul spent eight years as a senior staff member in the Pennsylvania House of Representatives, where he assisted with the passage of the Race Horse Development and Gaming Act of 2004. This landmark legislation authorized slot machine gaming and laid the foundation for an industry that now generates $2.6 billion in annual tax revenue and employs more than 16,000 Pennsylvanians.
