This is professional and administrative work in monitoring licensed gaming operations within the Commonwealth of Pennsylvania for compliance with law, rules, regulations, policies and procedures and approved internal controls to ensure the integrity of gaming. An employee in this job is responsible for monitoring the compliance of licensed gaming industry operations and activities, as well as gaming patrons’ conduct for conformance and adherence to laws, rules, regulations, policies, procedures and approved internal controls. Works involves observing, gathering and analyzing information pertaining to gaming operations and activities; preparing reports and communications of findings; conducting or aiding patron initiated self-exclusions; and referring or recommending administrative, legal or criminal actions to other bureaus or offices within the Pennsylvania Gaming Control Board (PGCB or Board) or Pennsylvania State Police (PSP). Work includes interaction with gaming industry personnel at all levels, gaming patrons, other PGCB personnel and law enforcement entities. Work also involves utilizing diverse types of electronic and/or manual recording and information systems monitored or utilized by PGCB in conducting compliance related activities. Work is performed with considerable independence and with general instruction of a supervisor and reviewed through reports, conferences and evaluation of outcomes for conformance with regulations and Bureau of Casino Compliance, Bureau of Gaming Operations, Office of Sports Wagering Operations or PGCB’s policies and procedures.

Sports Wagering Compliance Representative

This position performs analytical and monitoring duties related to the regulation of retail and interactive sports wagering; liaison and monitoring duties related to Pennsylvania’s horse racing industry; and the review of all types of gaming promotions offered by entities licensed by the Pennsylvania Gaming Control Board (PGCB) to ensure the integrity of gaming and ensure the public is not adversely impacted by inappropriate conduct or actions of the gaming industry. EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classification to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.): SPORTS WAGERING Reviews, analyzes and evaluates information from the gaming industry received via electronic reporting systems or other means of communication detailing sports wagering events, sports wagers, sports wagering tax returns and sports wagering promotions to determine potential regulatory violations, and prepares reports of findings.

PGCB Classification System

The PGCB is committed to providing all positions within its organization with a fair and competitive compensation opportunity; reflective of the job's relative value to the organization and consistent with the economic environment of the Commonwealth. On January 6, 2011 the PGCB implemented an amended classification and compensation structure that categorizes all positions within the agency.

In addition to the positions created and maintained by the agency, the Pennsylvania Race Horse Development and Gaming Act establishes the process of appointment of the PGCB members and, at 4 Pa.C.S. § 1201 (i) (1), states, "The Executive Board as established in the act of April 9, 1929 (P.L.177, No.175), known as The Administrative Code of 1929, shall establish the compensation of the members." Pursuant to that legislative provision, the Executive Board established the compensation for the Chairman of the PGCB at $150,000 annually and the compensation for the other Board Members at $145,000 annually.

PGCB Ethics Policy

The Race Horse Development and Gaming Act clearly outlines that the purpose of the PGCB is to prevent the actual or appearance of corruption, or the avoidance of actions that would erode public confidence in the system of representative government. The PGCB requires all employees to read and sign the PGCB Code of Ethics on an annual basis in order to ensure all Board members, employees, and independent contractors conduct themselves at all times in a manner that promotes public confidence in the integrity and impartiality of the Board.
