On February 9, 2024, at a Philadelphia County casino, Vargas-Rizo and a male companion left an 11-month-old child unattended in a vehicle in the parking garage for a total of 1 hour and 52 minutes. During that time, Vargas-Rizo entered the gaming floor, observed her male companion play Roulette for a total of approximately 1 hour and 20 minutes, and obtained a player’s card.
