HARRISBURG, PA: The Pennsylvania Gaming Control Board (“Board”) today at its public monthly meeting approved a Consent Agreement between the Board’s Office of Enforcement Counsel (“OEC”) and Stadium Casino RE, LLC, operator of Live! Casino and Hotel Philadelphia, in which the casino participates in funding of a traffic project in Philadelphia to assist in better local traffic flow.

In the agreement, the casino commits to making a $2 million contribution toward the construction of a westbound on-ramp from 7th Street onto Interstate 76, a project designed to mitigate local traffic concerns in the stadium district. A copy of the consent agreement is available at this link.

Live! Casino’s agreement to participate in the funding is part of a comprehensive plan by Governor Josh Shapiro and Philadelphia Mayor Cherelle Parker to reduce traffic congestion around the sports complex where the casino is located. More information on the plan can be found here.

The consent agreement, negotiated by the OEC, is a part of the ongoing process by the Board to resolve issues surrounding the pending renewal of Stadium Casino RE, LLC’s casino license.

The Board also approved a consent agreement presented by the Office of Enforcement Counsel resulting in a $32,500 fine against Interactive Gaming Manufacturer Inspired Gaming (USA), Inc. for failures related tos a material change in its financial status and corporate structure.

The Board also today took actions to place 12 individuals on its Casino Involuntary Exclusion List whose presence at a licensed facility would be inimical to the interest of Commonwealth gaming. Placement on the Involuntary Exclusion List prohibits individuals from accessing and gaming in all casinos in Pennsylvania. These matters, presented by the Board’s Office of Chief Counsel and the OEC, set the number of individuals now on the Board’s various Involuntary Exclusion Lists to 1,475.

The exclusions made today include three adults who left minors unattended at the Rivers Casino Philadelphia property while they gambled:

• A male patron who left a 6-year-old in a vehicle for 19 minutes while he participated in sports wagering;

• A male patron who left a 9-year-old in a vehicle for 18 minutes while he participated in sports wagering; and,

• A female patron who left an infant and a 10-year-old in a vehicle 20 minutes while she gambled at slot machines.

   

Actions such as these to deny statewide gambling privileges serve as a reminder that adults are prohibited from leaving minors unattended in the parking lot or garage, a hotel, or other venues at a casino since it creates a potentially unsafe and dangerous environment for the children. To complement the efforts by casinos to mitigate this issue, the Board created an awareness campaign, “Don’t Gamble with Kids” (DontGamblewithKids.org).

The Gaming Control Board is scheduled to meet next at 10:00 a.m. on Wednesday, August 19, 2026 in the Board’s Public Hearing Room located on the second floor of the Strawberry Square Complex in Harrisburg.
