PA Gaming Control Board Reports Record Gaming Revenue for 2025

HARRISBURG, PA: Fueled by an increase of over 27% in iGaming revenue over the previous year, the Pennsylvania Gaming Control Board (PGCB) is reporting that 2025 combined gaming revenue achieved a record high. It was the 5th consecutive year of growth.

 

The 2025 calendar year combined revenue figure reported by the PGCB is $6,796,211,719 and consists of the combined revenue of slot machines, table games, sports wagering, iGaming, video gaming terminals (VGTs) and fantasy contests. That figure is 10.74% above the 2024 combined revenue amount of $6,137,089,054.

 

The resulting tax revenue, along with the annual slot machine license operation fee*, was $2,981,246,257 in 2025 through these forms of gaming. This represents the highest amount of revenue returned to the Commonwealth in a calendar year besting the $2,663,523,379 generated in 2024. Tax revenue figures reflect amounts generated prior to any adjustments by the PA Department of Revenue.

Gross revenue from slot machines at the casinos was $2,432,109,649, a 0.62% decrease in revenue when compared to the $2,447,354,419 generated in 2024.

Sports Wagering Revenue

 

2025 revenue from sports wagering was $602,495,582, a 17.97% increase in revenue when compared to the $510,716,858 generated in 2024. Sports wagering handle, the amount wagered through both retail and online, was $8.8 billion, a 5.19% increase over 2024’s handle of $8.4 billion.

2025 revenue for VGTs at Truck Stops was $41,478,466, a 0.11% decrease in revenue when compared to the $41,525,888 generated in 2024. At the end of the year there were 75 VGT facilities in Pennsylvania.

About the Pennsylvania Gaming Control Board

The Pennsylvania Gaming Control Board is tasked to oversee all aspects of gambling involving 17 land-based casinos, online casino games, retail and online sports wagering, and Video Gaming Terminals (VGTs) at qualified truck stops, along with the regulation of online fantasy sports contests.


The land-based casino industry in Pennsylvania consists of six racetrack (Category 1) casinos, five stand-alone (Category 2) casinos, two resort (Category 3) casinos and four mini-casinos (Category 4). A significant job generator in the Commonwealth, casinos and the other types of Board-regulated gaming generated $2.98 billion in tax revenue and fees in 2025.
