Individually, sports wagering achieves highs in both handle and revenue
HARRISBURG, PA: The Pennsylvania Gaming Control Board (“PGCB”) reported today that the combined total revenue generated from all forms of gaming, along with fantasy contests, during November 2025 was $623,092,053, an increase of 10.80% compared to revenue generated in November 2024. This amount was an all-time high for revenue eclipsing the revenue total for May, 2025 of $601,833,369.
The total revenue from gaming includes all those regulated by the PGCB: retail slot machines and table games; casino-type games offered online (“iGaming”); sports wagering (both retail and online); fantasy contests; and video gaming terminals (“VGTs”). The PGCB has posted separate reports for these types of gaming on its website, https://gamingcontrolboard.pa.gov.
Total tax revenue generated collectively through all forms of gaming and fantasy contests was $260,912,489* during November 2025.
The following chart compiles all revenue generated in November 2025 by casinos, along with fantasy contests and VGTs operated by other vendors and includes a comparison to total revenue generated in November 2024.

This November’s revenue from the play of retail slot machines was $201,247,087, a 0.13% decrease in revenue when compared to the $201,507,225 generated in November 2024.
The number of slot machines in operation in November 2025 was 24,166 compared to 24,474 at the casinos in November 2024.

Sports Wagering Revenue
November 2025, total sports wagering handle was $990,551,916, or 5.88% higher than November 2024 total of $935,530,170.
At the same time, the taxable revenue figure for November 2025 was $98,343,744 or 27.56% over November 2024 when taxable revenue was $77,097,493. That figure had been the all-time monthly high until eclipsed by this month’s figure. Additionally, the sports wagering handle also marked an all-time monthly high eclipsing the October 2025 handle of $968,507,712.

Video Gaming Terminals
Total adjusted revenue for November 2025 for video gaming terminals (VGTs) was $3,531,042, or 8.94% higher than November 2024 when revenue was $3,241,393. By the end of November 2025, all VGT Operators offered the maximum permitted five machines at 76 qualified truck stop establishments, compared to five machines at 74 establishments at this time last year.

About the Pennsylvania Gaming Control Board
The Pennsylvania Gaming Control Board is tasked to oversee all aspects of gambling involving 17 land-based casinos, online casino games, retail and online sports wagering, and Video Gaming Terminals (VGTs) at qualified truck stops, along with the regulation of online fantasy sports contests.
The land-based casino industry in Pennsylvania consists of six racetrack (Category 1) casinos, five stand-alone (Category 2) casinos, two resort (Category 3) casinos and four mini-casinos (Category 4). A significant job generator in the Commonwealth, casinos and the other types of Board-regulated gaming generated $2.8 billion in tax revenue and fees in 2024/25.
