Ashley Gabrielle was appointed Director of the Office of Hearings and Appeals in May 2026. In this role, Ashley ensures compliance with the rules governing practice and procedure before the Pennsylvania Gaming Control Board (“Board”) and the Office of Hearings and Appeals, including the receipt and docket of pleadings and other communication submitted to the office and oversight of the administration and conduct of hearings and other matters as the Board may direct, to ensure an efficient and just process for the Board’s consideration and resolution of matters.

Previously, Ashley served as a Senior Enforcement Counsel Supervisor for the Board’s Office of Enforcement Counsel. In that role, Ashley made recommendations and objections regarding the licensure of individuals and entities and responded to petitions requesting Board approval of complex licensing, corporate restructuring, and financial transactional matters in accordance with the requirements of the Pennsylvania Race Horse Development and Gaming Act, Board regulations, policies, and precedent.

Ashley’s legal career began in the legal services field, first serving as a Staff Attorney for Franklin County Legal Services in Chambersburg, PA and then MidPenn Legal Services in Harrisburg, PA, where Ashley largely practiced family and consumer law.

Ashley earned her Juris Doctor degree from the Dickinson School of Law in Carlisle, PA and Bachelor of Arts degrees in Public Relations and Spanish from the Pennsylvania State University in University Park, PA.
