PRESS RELEASE

HARRISBURG, PA: The Pennsylvania Gaming Control Board (“Board”) today at its public monthly meeting approved two consent agreements presented by the Board’s Office of Enforcement Counsel (“OEC”) against:

• MGM Resorts International, resulting in a fine of $50,250 for its failure to timely file a Principal Licensing application; and,

• CountR GmbH for an unapproved change of control of its license and failure to pay required licensing fees.  Under the terms of the Consent Agreement, the German-based firm will pay the Board $50,000 to settle its unpaid license.

Copies of the approved Consent Agreements for these matters containing additional details are available upon request through the Board’s Office of Communications.

The Board also today took action to place 10 individuals on its various Involuntary Exclusion Lists. Placement on an Involuntary Exclusion List prohibits individuals from either gaming in a casino in Pennsylvania, via an online betting site regulated by the Board, or at a Video Gaming Terminal (“VGT”) location. These matters, presented by the Board’s Office of Chief Counsel and the OEC, set the number of individuals now on the Board’s various Involuntary Exclusion Lists to 1,507.

The actions by the Board today include placement of one adult on the Involuntary Casino Exclusion list for leaving a 5-year-old unattended in the parking garage at Harrah’s Philadelphia Casino for 36 minutes while he gambled at slot machines

Actions such as this to deny statewide gambling privileges serve as a reminder that adults are prohibited from leaving minors unattended in the parking lot or garage, a hotel, or other venues at a casino since it creates a potentially unsafe and dangerous environment for children. To complement the efforts by casinos to mitigate this issue, the Board created an awareness campaign, “Don’t Gamble with Kids” (DontGamblewithKids.org).

The Gaming Control Board is scheduled to meet next at 10:00 a.m. on Wednesday, October 14, 2026 in the Board’s Public Hearing Room located on the second floor of the Strawberry Square Complex in Harrisburg.
