1. Original and Annual ITL Certifications: The original initial Certificates of Compliance and all subsequent annual security audit certifications submitted to the Board pursuant to Title 58 Pa. Code Section 809a.6 and 58 Pa. Code Section 810a.5 verifying the technical integrity, statistical independence, and fair distribution of the Random Number Generator (RNG) software for the following licensed interactive gaming entities from their respective Pennsylvania launch dates through June 2026:
• TSG Interactive US Services Limited (PokerStars PA) operating under Mount Airy Casino Resort.
• Rush Street Interactive PA, LLC (BetRivers Poker / SugarHouse PA).
• BetMGM, LLC (Interactive Gaming Operator License No. 115293).
• Caesars Interactive Entertainment (WSOPonline.com PA).
2. ITL Identity Disclosure: Official documents, database indexes, or agency logs sufficient to identify the specific PGCB-approved Independent Testing Laboratory (ITL) (such as Gaming Laboratories International [GLI], BMM Testlabs, or eCOGRA) tasked with executing these mandatory technical reviews and issuing said certificates.
3. Scope of Review: Any document, index, or final determination within the certification files indicating whether the ITL evaluations included empirical testing of live, real-money gameplay data (hands dealt in practice) or were strictly limited to theoretical algorithm simulations.
